The concept of the municipal integration and development initiative (MIDI) provides for direct financing of the municipalities through a European development and integration fund.

Municipalities and cities need EU funding for costs incurred in hosting and integrating refugees themselves, as well as additional investments in local infrastructure for their own needs. The European institutions should agree to give local authorities direct access to EU financial resources so that local authorities can fulfill their humanitarian obligations as set out in the EU treaties.

In this concept, considerations are made as to how such a fund could be financed.
