From Moria to the municipalities of Lower Saxony? Panel discussion on the possibilities and limits of municipalities taking over responsibility (in German)

Over the past three years, 50 municipalities and districts in Lower Saxony have declared themselves “safe harbours”, thereby expressing their willingness to take in additional people seeking protection. However, the municipalities’ leeway is considered to be limited, as the competence in asylum and migration policy is generally attributed to the federal government and, above all, to the German Federal Ministry of the Interior. What are the possibilities of municipal participation in migration policy events? What room for maneuver currently exists and how can municipalities take on responsibility in the future?
