Re:Match - Relocation via Matching of Refugees from Ukraine into welcoming German Municipalities

Building on international experience, the Berlin Governance Platform would like to pilot an algorithm-based matching mechanism for the relocation of refugees from Ukraine to Germany and thus contribute to solving the challenges in the reception and (European) redistribution of refugees from Ukraine.

In a first step, a matching procedure will be developed in close cooperation with German city administrations, international matching experts and Polish partner organizations for the 14-month pilot project Re:Match.

In a second step, this algorithm-supported matching process shall be used to voluntarily distribute refugees from Ukraine who are currently in Poland to German municipalities that are ready to receive them in an individualized and need-oriented way.

Our partners

Salam Lab

Salam Lab (“The Labaratory of Peace”) is a non-government organization based in Poland.

Active since 2016, their priority is to build bridges and a culture of encounter between various ethnic and religious communities. To do so, they have been working to build an equal civil society and have been looking for new solutions in the field of education, social and migration policies. In the framework of this project, Salam Lab will address and inform refugees from Ukraine about the possibility of relocation to a German municipality through the Re:Match project in its welcome center in Krakow.

Pairity

Pairity was founded by an interdisciplinary team of social scientists, technology experts, and human rights advocates. Their data-driven matching projects are informed by several years of work facilitating community sponsorship initiatives and evidence-based policy around refugee resettlement in North America and Europe. Most recently, thanks to their matching system, people seeking protection in the Netherlands were matched with volunteer groups to foster integration and social cohesion.

Pairity will develop surveys, a tailored matching algorithm, and support monitoring and evaluation for Re:Match.

Interested?

The Berlin Governance Platform wants to implement this innovative pilot project in close cooperation with 10 to 15 German municipalities, which will be able to accept refugees via the matching process from around March 2023. Currently, we are still looking for interested municipalities!

We want to implement the following steps together with the municipalities:

  • Development of the entire relocation via matching process
  • Joint development of the relevant criteria for matching
  • Admission of matched refugees to German municipalities

The Berlin Governance Platform offers participating municipalities a funding contribution for project costs as well as close support during the course of the project.
