Participation in housing construction: Developing new formats for citizen engagement in a Trialog-discourse of the city society.

As Berlin expands dynamically, affordable housing gets scarce. The municipal housing companies are partners of the local government: they build and fill gaps in the inner city on state-owned ground. Participation of citizens becomes increasingly important. The municipal housing companies aim to provide an example to follow for the broad participation of local people in building projects. The city society of Berlin currently lacks a common understanding about quality criteria, benchmarks and minimum requirements when it comes to participatory processes.

The HUMBOLDT-VIADRINA Governance Platform in cooperation with Berlin’s municipal housing companies runs a Trialog series on the topic of ‘participation in housing construction’. The purpose of the Trialog series is to discuss challenges of the expanding city in a way that is oriented towards the common good and to find widely accepted solutions.

[+] 1st Trialog: Urban conflicts around new building and densification | April 26, 2017

The first Trialog examines conflicting goals that stem from varying demands for new building and densification in the expanding city. It is the objective of the Trialog to arrive at a common understanding that concerns the acceptance within society for new building and densification in Berlin.

[+] 2nd Trialog: Chances and limits of participation for new building and densification | April 27, 2017

The second Trialog examines the value of participation, looking both at advantages and chances as well as conflicts of interest and blockade, which might arise. It is the objective of the Trialog to define a common understanding about chances and limits to participation for new building and densification.

[+] 3rd Trialog: Access to and structures of participation | June 23, 2017

The third Trialog deals with actors in participatory processes. The objective is to define a common understanding regarding the participants, structures and procedures of participation for new building and densification.

[+] 4th Trialog: New formats for participation | September 26, 2017

The purpose of the Trialog is to find common ground and to formulate criteria and guidelines for participation for new building and densification based on the previous Trialog results. In addition, ideas for new formats will be gathered to compile a tool kit for participation in housing construction.
