Guidelines for participation in housing construction by the municipal housing companies (2017-2020)
As Berlin expands dynamically, affordable housing gets scarce. The municipal housing companies are partners of the local government: they build and fill gaps in the inner city on state-owned ground. Participation of citizens becomes increasingly important. The municipal housing companies aim to provide an example to follow for the broad participation of local people in building projects.
In 2017, the HUMBOLDT-VIADRINA Governance Platform in cooperation with Berlin’s municipal housing companies ran a Trialog series on the topic of ‘participation in housing construction’ in order to discuss challenges of the expanding city in a way that is oriented towards the common good and to find widely accepted solutions. The guidelines for good participation in housing construction have been in a test phase since 2018. It has been three years since the guidelines were publicly presented in mid-January 2018 in which the guidelines were applied in practice. For this reason, a new project phase was carried out from autumn 2019 to January 2020 with the aim of gathering experiences with the guidelines and discussing them together in a prospective and future-oriented manner and collect first insights. Therefore, experiences by the municipal housing companies and the city society were included: in a two-stage process of expert interviews and a multi-perspective discussion event based on the Trialog method of the HUMBOLDT-VIADRINA Governance Platform. The results are available for download in an interim report.
