In the pilot project "Shaping the future together locally", the Berlin Governance Platform trialled the participatory approach of municipal development councils together with five municipalities in Germany from January 2022 to December 2023. The final publication reflects on the theoretical concept in the light of practical experience.
The centrepiece of the brochure is the presentation of the four basic conceptual elements of the municipal development councils: the Multi-actor approachthe Recommendation function for local decision-making bodiesthe Moderated dialogue and the Future strategies for the common good. Each basic element is first introduced conceptually. Experiences from the practical implementation of each basic element in the pilot project are then explained and illustrated with concrete examples from our partner municipalities.
The publication "Kommunale Entwicklungsbeiräte - Konzept und Praxis" (as of February 2024) is the most comprehensive presentation of the approach and the basis for the future further development of the concept.
