In 2017, the Berlin Governance Platform conducted a trialogue series on the topic of "Participation in Housing" in cooperation with the state-owned housing associations to discuss these challenges of the growing city in a community-oriented manner and to find widely accepted solutions.
Berlin is growing at a rapid pace and affordable housing is in short supply. The municipal housing companies are partners of the state government: new construction is to take place on state-owned land and redensification is to take place on inner-city land. Increasing importance is being attached to citizen participation in this process. The state-owned housing companies want to take on a model function for comprehensive participation by residents in construction projects.
Since 2018, the Guidelines for Good Participation in Housing have been in a test phase. Since the public presentation of the guidelines in mid-January 2018, two years have passed in which the guidelines have been applied in practice. Therefore, a new project phase was carried out from fall 2019 to January 2020, with the aim of collecting experiences with the guidelines and discussing them together in a perspective-rich and future-oriented manner, as well as collecting an initial mood picture. The previous experiences of the state-owned companies and the urban society were incorporated into this process: in a two-stage procedure consisting of expert interviews and a discussion event rich in perspectives based on the Trialog® methodology of the Berlin Governance Platform.
