The Integration and Development Fund aims to support cities and municipalities in offering reception and shelter for refugees while contributing to a more solidarity-based narrative and approach towards them. It aims to reimburse the cost of reception and integration while providing an equal amount of funding for urban and community development. Joint EU-funding of urban development and integration in a single fund as well as the direct transfer of funds to municipalities and cities raises legal and practical questions. Do the treaties of the EU allow for such a fund? And how does the fund need to be designed to be a useful and accessible tool for large as well as small towns and municipalities? The international conference “Potentials and Limitations of Subnational Responses to the Migrant Question in Europe” is organized by the Greek Organization Inter Alia and supported by “From the Sea to the City”-Initiative, of which the HUMBOLDT-VIADRINA Governance Platform is a founding member. The conference brings together mayors and local representatives, EU policy makers, civil society and researchers to discuss EU migration politics and policies beyond the framework of nation-states, including local governance institution.

On World Refugee Day, June 20, 2020, the initiative From the Sea to the City launched a campaign for a human rights-based EU refugee policy. Due to the ongoing corona pandemic, the conference of European cities and civil society planned for this summer in Palermo had to be postponed to April 16 & 17, 2021. To ensure that the time until then can still be used efficiently, the initiative is organizing several online panels around the five demands of the consortium for a new approach to EU refugee policy.
